I get the screen correctly, however when I add the turba box turns into a
blank  empty white box (no errors messages, nothing).   I'm reviewing the
database setup, but I'm not sure where I'm going wrong.

Postgres coughed up this error:
ERROR: ExecAppend: Fail to add null value in not null attribute owner_id

I'll update PEAR and see if that is related to the problem.

How are Groups working?  I see the database schema, but haven't had chance
to see how far along they are in the code.

Ah... I'll be you got to Turba through IMP? Try clicking the "logout" link, and 
then log in (any username/pass - Turba has no auth at this point). Then try 
adding.

There's some stickiness here I need to work out.

They *cough* aren't yet.
