help.xml file.

[Frederic Trudeau]

I noticed that help for Turba is not written yet. I wrote part of it in French, 
and put the file in /horde/turba/locale/fr_FR/help.xml, but it doenst show up 
when I click on <Help> in Turba.

What gives ?
