[turba] default page - search v. browse

Our users will more likely want to use Turba to manage their individual
addressbooks rather than looking people up in our LDAP directory.. and as
such, turba's default behavior should be browsing instead of searching.
I know how to do that, and I've done it in our local installation, but I
was wondering if maybe that change should be made in the distribution?
Or maybe create a site-wide or user variable to allow *someone* to choose
what page it should display.
