Yes in horde/turba/config/prefs.php set the 'value' in the default_dir
array.  The value is taken from horde/turba/config/sources.php

$_prefs['default_dir'] = array(
    'value' => 'private',

In sources.php you would have

$cfgSources['private'] = array(
