[turba] addressbook only with vfs?

hi all, 

i am using horde/imp/turba ... version snapshot from 2003-04-30

is it possible to get turba running without any sql/ldap server, just
with storing the information on the local vfs?

in horde/turba/config/sources.php i commented out all entrys but the one
with $cfgSources. 
but i can not add any entry, if i add one and klick "submit" it does not
show any errors but the list (even after a search) does remain empty.

above this section there is a comment saying something about
"preferences-based". does this mean if i am not allowing users to change
any prefs via the menus that this type of addressbook is not available
or did i miss something?
