[turba] the dreaded "failed to connect" problem

Hi, all --

I, too, have found myself with the "failed to connect" problem when
trying to add a contact to my address book.

I've gone back through the archives without finding solid results.  I am
*deeply* grateful to Terence <terencel at sunway.edu.my> for having posted
his info (which, it seems, probably should indeed be a FAQ entry), even
though it hasn't gotten me all the way out of the mess; I am also very
bummed that Sean Chen <zyschen at cs.bu.edu> simply reported that he figured
out the problem but DIDN'T tell the rest of us.  I promise to post a proper
summary when it's finally fixed :-)

This is a LAMP server running RH 7.3, mysql 3.23.57, php 4.3.2, Horde 2.2.3,
IMP 3.2.1, and Turba 1.2.
