[turba] funkiness with address book

using 
Horde: 3.0.2
Imp: H3 (4.0.1)
Turba: H3 (2.0)

when I use the "address book" icon from the main IMP menu, i.e. from
https://monsterjam.org/horde/imp/mailbox.php?mailbox=INBOX
it opens up the address book and it works fine.
However,
when I compose a new message from IMP, and then click the "address book" in the "message 
composition window" that pops up, it just does nothing. no address book pops up. 
anyone know what Im doing wrong?
