No, it's a configuration issue.  Are you using an IMSP server?  If so, as 
the configuration file explains,  you must either set those parameters to 
suit your needs or be using a HEAD (well, a x.1 version) of Horde - which 
sets the IMSP values globally via the Horde configuration interface. 
Remember - sources.php.dist contains only example configurations.
