Well, since "readonly" param of backend was removed, how i can write, 
using global permission system, the following:
readonly => ( ($user == 'postmaster' || $user == 'hrmaster') ? false : 
true )
?
Here $user is first part of horde login, which look like user at domain.
Add rights to hrmaster@* fail. Another solutions?

PS: Use global permission system nice, but, IMHO, it was a very bad idea 
- remove backward compatibility.
