[turba] Address Book don't get created if first user login in italian language

Hi.

my environment:
# uname -rms
FreeBSD 6.1-RELEASE-p20 i386

# pkg_info | grep -i horde
horde-base-3.1.6    Common code-base used by Horde applications
horde-imp-4.1.6     Webmail system for IMAP/POP3 mailboxes
horde-ingo-1.1.5    Email-filter management application

horde-vacation-3.0.1_1 E-mail auto-responder
meta-1.0_2          Meta port for the horde framework

The problem is that when a new user does his first login to horde,
if he choses the Italian language, the rubrica doesn't get created,
but if he choses American, the the rubrica is correctly created
and ready to be used.

Any hints/suggestions are welcome.
