I de-installed Horde using the command "pear uninstall `pear list -c horde | tail -n +4 | awk '{ print "horde/"$1 }’`”  and re-installed horde
after this I ran webmail-install and after this it worked OK. The only difference I made was giving another user administrator rights, previously
it was user horst. No changes to the Web server configuration were made.

I have a debug log created when it was failing and can send if it is of interest.
