ahh ok -- I guess I was thinking more of forms embedded in other web pages (ie.
outside of the main horde context) where 'users' are anonymous site visitors
who are unlikely to have preferences set (apart from default settings).

But yep it would be cool to allow any authenticated Horde user to set up their
own forms to do different stuff.
