no, didn't mean using the Horde Prefs:: classes, but just renaming the function
itself to talk about generic action preferences (functionality if you want, or
any other name you wish to suggest). for example, setting an action preference
to batch all the submissions and then email just one big email once a week.
essentially just to avoid being specific "params for fields", eg. batch
submission setting would not be appropriate under such a function.
