Ok, I changed the state_category to assigned, now I create a new ticket and 
get a Stage 4 Form to assign it to a user, ticket is created, user notified...

This is where I am trying to re-assign an existing ticket, the browser does a 
refresh but the page comes back exactly the same, nothing changed just 
refreshed.

All of the users have Show, Read, Edit & Delete pemission in the module where 
this ticket was created, I am listed as the Owner, someone else as the 
Requester and I want to assign it to a 3rd user.


Thanks for all your help Chuck, the boss is really pushing to get this into 
production...
