[whups] whups asking for login?

I have the CVS versions of Horde and Whups running.

As an admin user, I can create/view tickets no problem.  But when a 
non-admin user logs in and tries to view a ticket, they get a blank 
screen.

Digging in the apache logs shows:

So, it appears that a request for /whups/details.php?id=1 is being 302 
redirected to /login.php?url...

Any idea why this would be?  It doesn't seem to matter what browser the 
user is using, and javascript is enabled.
