[whups] Horde administrator menu

Hey,

I'm attempting to get WHUPS set up on my system.  I've gotten to the part of
the
setup where I'm supposed to "login to Horde as a Horde Administrator" and set
up a project, etc.  When I log in as admin, I get the default options.  I can't
find an administration menu anywhere.  I have various other modules installed,
including IMP, Turba, Kronolith and Mnemo, which all work fine.
I'm sure I must be overlooking something obvious.
I'd appreciate any pointers you can give me.
