[whups] DB Error: unknown error, my problem and solution

For anyone out there trying to run the 2004.06.16.logs_table_update.php  and
getting this error:

Fatal Error!
DB Error: unknown error

====================

Turns out my problem was that the horde mysql user did not have alter table
privileges.
