[whups] Whups functional again

All basic Whups functionality should be working again. Make sure to run the
2004-06-16 update script, and to drop the comment_id field from the
whups_tickets table.

The only thing known broken right now is email notification, which is less
broken and more missing. Please report anything else if you're sure you have
the latest CVS (whups, horde, and framework) and have taken the steps above.
