[whups] Whups without client requirements

I did; or rather the HEAD20040920 update that I installed showed a diff of
registry.php and registry.php.dist that removed them. So my current
registry.php doesn't have a client part for Whups. But when I go to edit a
queue, it still insists on wanting clients.

Perhaps it's me.. that happens a lot.
