[whups] Associate module with Client

The version of WHUPS I have ( 0.0.1-cvs) forces me to associate a client
with the module I am creating.  It appears that the version in use at
bugs.horde.org does not require that.  Can anyone tell me if there's a way
to turn off that requirement in my current version without upgrading?  I
think I understand that the newer versions of horde apps work on a different
horde framework and so implementing the newest version of WHUPS in my
current horde framework would require a fair amount of work to point things
to the correct path for the libs.
