Actually I can see a reason for this as well, to be honest. An example
that I recently came across was in my HelpDesk modification, I created a
queue called like "Computer Setup" and in it I wanted several types,
"Brand New Computer", "Just E-Mail", "Just Applications" (for example).
And depending on the type, I wanted to have a different subject with
some possibilities. I ended up not using the types and just did 1 type
for all and had different queues.
In the end, it could be setup either way, but I guess I could see times
on when people would like to have subjects by type as well as by queue.
