[whups] mail-filter fails to load queue info

What would cause the mail-filter CLI script to fail importing 
queues/config for Whups? The script was (is) complaining about no valid 
queue being specified on the command-line. After some debug output, it 
turns out the queues-array is empty; so the script can't find the 
specified queue in the whups configuration.

Whups from within Horde seems to have no problem finding the queues.

This is with the latest HEAD.
