If they are on the same box, you don't need ssl (although I appreciate
it).  Get it working without first.

What does your horde.log say?

What does your webserver log say?

The backends.local.php overrides is what trips most people up, so re-read
the instructions (sorry, I'm on mobile and I'd need to review my config
before offering something more concrete...
