My thoughts are to let the administrator set the maximum number of allowed
uploads based on the server capabilities/available bandwidth.  I like chuck's
DHTML idea to add/remove input boxes as needed (up to the admin's max). 
  So, we
could start with 2 or 3 input boxes with an "add" link that would insert an
extra input box.

Of course, I've never messed with DHTML, so we'll see how that works out :)
