[ansel] Shared (public) galleries (HEAD)

I removed _all_ permissions for Ansel, both in Horde and on each 
gallery. Then I
re-did it, and now I can see the "public" (guest) galleries. Eureka :-) Don't
know what was wrong.. no error messages in the log, nothing.

Oh well..

One quickie.. is it possible to disable the output of the "horde bar" 
at the top
(this goes for Giapeto too) when I'm viewing the stuff from the "outside" and
not as a logged-in user of Horde.
