  very eager to upgrade my 2 existing insallations of horde/imp from 2.2.8 to 3.x 
  (3.0 were way to buggy to use) and I were kind of hoping not to have to wait 
  until 3.2.

+ Since the naming of the Norwegian locales has changed in past, make sure that
+ the locale you have in Horde is also installed on your system.
+ If you get the correct language sometimes but not always it might help if you
+ restart your webserver after you re-build the translations.
