The problem is that we save all folder names without the namespace and add
the namespace when we use them. The rationale behind that is that
administrators can change the namespace without all users loosing their
folder settings.
The backdraw is that if using namespaces, you can't store folder names in
your preferences that are outside of this namespace. That is, you can store
them, but when retrieving them, the namespace is prepended.

The only solution I see is to leave the namespace empty in the
config/servers.php configuration. You can use the altnamespace setting in
Cyrus to avoid INBOX. appearing in front of all folder names in the UI.
