First of all, if this is the same as another bug, you should have added this
to that ticket instead of creating a new one.

Second, have you looked at the substr() function in String.php? It calls
mb_substr() if the mbstring extension is loaded. If it's not loaded, we
definitely shouldn't be calling it.
