AFAIK, Kolab syncs IMAP ACLs with horde shares for the applications it
supports (with the exception of Turba, since the Kolab code was written
before support for horde shares was included in Turba.  The hooks into the
Kolab sync code are already in place.  They can be found in conf/hooks.php 
They are activated as long as you have Kolab activated in Horde's
configuration.  The code that performs the syncing is found in
framework/Kolab/Kolab.php

As far as the cause of this problem though, I'm afraid I have nothing else
useful to add ;)  Stuart?
