In the section "People" i can define to which group this ticket is
viewable.

When i choose a group an submit the change. Whups says "Assign Ticket
Succeeded". But the change is not set. When i go back to the section
"People" then the ticket is further "viewable by members of anyone"

The queue is accessable by guest and they have the rights "show", "read",
"edit". So it seems that the guest are more privileged than the changes i
made afterwards.
