One of the main problems seems to be that imp/themes/rtl/screen.css is never
loaded.  This is a problem even though horde/themes/rtl.css because
imp/themes/screen.css overrides everything in horde/themes/rtl.css.  Any
reason not to make imp's rtl theme be an add-on like horde's rtl.css?
