The french locales are installed:
locale -a | grep -i fr_FR
fr_FR
fr_FR.ISO-8859-1
fr_FR.ISO-8859-15
fr_FR.UTF-8

The problem is only with the help.
I thought that it was more general, but it was because I was using
a corrupted .mo file while debugging.
Sorry for my first message saying it was general.

I have the problem with accents with french and german.
If there is an accent &eacute; or é in the help.xml there is 
the following error in apache:
PHP Notice:  Undefined index:  help_about in
/var/www/html/horde-3.1.1/templates/help/menu.inc on line 5, referer:
http://host/horde-3.1.1/services/help/?Horde=9a5cff92eb4690c3f2d2ccd663b417a
4&module=imp

And the characters starting from that accent are not shown.
The problem does not occur with spanish where 
accents are coded like: &#xE1;
