When use turkish locale in imp 
in message with an attachment, the attachment shows up in encoded form in
the body of the message.
It happens just for pop3.
This bug was conirmed by Jan Schneider february 9th 2005 on the imp
mailing list :

"Confirmed. The weird thing is that this only happens with POP3. Probably
some incorrectly used strtoupper/lower somewhere. Please file a ticket at
bugs.horde.org. "

I guess the ticket was not filed up at that time.
