Ugh.  Apparently IE becomes very confused when there are identically named
elements (name="flag") in completely *different* forms.  So when we do a
document.getElementById('flag') (or $('flag')), it returns ... drum roll
please ... The select item in the first navbar with a *name* of 'flag' but
an ID of 'flag1'.  Makes perfect sense.  (not)

So just go back to the long way of setting this value without using DOM
IDs.
