Reproducible via the following:
1. Set a default 'sending_charset' in IMP (i.e. UTF-8)
2. Open compose window
3. Default charset comes up as ISO-8859-1

Reason: while in IMP scope, in NLS::getEmailCharset(),
$prefs->getValue('sending_charset') is returning null.
