I get this same issue on a new install.  Just installed it yesterday
7/12/07.  I am the admin and it is not an upgrade.  But I will read the
upgrade instructions to see if they point to something.  

Also the portal will not keep my blocks, even if I save them.  So since it
always thinks I never logged in before, it must not be saving my settings
when I log out.  Same happens for a regular user.
