It's a wiki, why don't you edit the pages yourself? Beside that, I don't
think it's a good idea to link to the cvs file, for the reasons you
mentioned. And every translator has the Horde distribution available
anyway, so he can look into horde/po/README easily.
The goal is indeed to get po/README into the docs/ section on
www.horde.org, this is one of the reasons why it's reST formatted. A patch
to horde-build-website-docs.sh would be appreciated.
