This log starts with the client asking the server for an initial sync.  
If it was due to something the server did, it would have happened  
prior to the beginning of the log. Otherwise, it's the client deciding  
to start a new sync for some reason. Though, again, I have not seen  
this.

FWIW, 14.1 works well on my iOS devices.
