Did you try to resynchronize devices? That's when the problems started  
for me. When a device is already synchronized, upgrading to  
Horde_ActiveSync-2.13.1 doesn't seem to break existing (synchronized)  
accounts. But as soon as a device is resynchronized, problems start.
