I have tried:
* reset the device in horde
* delete the device in horde
* remove the as account on the smartphone and delete it in horde
* downgrade to Horde_ActiveSync-2.12.4, restore database (2.12.4),  
sync device and upgrade direct to Horde_ActiveSync-2.13.1 same problem
