improved error message for chora/common.php

I'd like to suggest that lines 194-196 of chora/common.php be changed to:

if (!@is_dir($cvsroot)) {
    fatal("500 Internal Error","\$CVSROOT ($cvsroot) not found!<P>The server 
on which
the CVS tree lives is probably down.  Please try again in a few minutes.");
}

This will make it easier for people doing new installations of Chora to 
figure out why they are getting this error.
