I found the error myself, here the sollution:
the line:

'location' => '/var/cvs/',

missed a slash (/) at the end.
so instead of '/var/cvs' it wanted it to be '/var/cvs/'.

Stupid error...

I am wondering why chora doesn't parse this location-string, i am sure 
lot's of newbies will get a problem with that...
