[cvs] Anonymous CVS change

I've just finished making a few changes to anoncvs.horde.org, our
anonymous CVS service.

For the most part, things should operate as before with the exceptions
that:

    ... the anonymous repository is no longer live.  It sync's against
        the master repository every thirty minutes.
    ... the read errors (that resulted from the repository being
        mounted via NFS) should be gone.
    ... the responsiveness of the repository should be generally
        faster.

Please let us know if anything seems broken as a result of this
change.
