Side thought:  does the ActiveState perl have any mechanisms for turning a
perl script into a .EXE that doesn't require perl to be installed to run?
Our own SETUP.EXE (shudder) which would remove the perl dependency... perl
is pretty much universally available on UNIX these days, but I'm not sure
how widespread it is with Windows?
