Well, so far I think we're talking about commented PHP code as the config
file; the only parsing would be of the meta-data in the comments, done by
the optional wizard(s), right?

Sorry Brent, I accidentally deleted your message in regards to making a 
setup.exe.  AFAIK, there is no way to convert a perl script to a stand 
alone .exe file.  However, if our setup.pl script can be made generic enough 
and uses just core perl, would it be a problem to include perl.exe, perl56.dll 
and setup.bat files into a .ZIP distribution package?

... but I was talking specifically about config/prefs.php, which currently 
_isn't_ php code. Kind of like config/menu.txt ... we have a couple of text 
files around with simple but specific-to-us formats that we use...
