I think it's better to stick to the isLocked() API method.  If we want
the preferences configuration (config/prefs.php) to always be honored,
it would be better to add that forcible logic to Prefs.php rather than
trying to enforce it locally.

I'm happy with the current behavior (preferences are setup on login).
