There are two branches:

-CURRENT is the HEAD branch.  New development _only_ occurs in
-CURRENT.

-STABLE is the stable tree.  All releases are made from -STABLE.

Releases are tags on the -STABLE tree.

We can also create a branch off of the -STABLE tree for each
release, but that's probably not necessary for us.

Sure.

And do you join new developments into the STABLE tree or do you branch the 
STABLE tree from the HEAD each time you want to declare something new as 
stable?
