Certain new developments in the CURRENT (HEAD) tree can be merged
back into the STABLE tree between STABLE releases if they are
well-tested in the CURRENT branch and don't break compatibility
(too bad) with other STABLE branches.

In other words, we don't want to break the STABLE upgrade path
between STABLE releases.  It should be easy to upgrade from one
STABLE release to the next.  I think we should limit changes to
configuration files, and we should not break any SQL table
formats between STABLE releases.
