Global options

I started working on global options.
All prefs that were formerly marked as shared now move to Horde's own
config/prefs.php. You can edit these prefs by clicking on a new "Options"
button in the Horde menu.
Additionaly these prefs are merged as a seperate column in each
application's options screen. If you open and then save one of these
options the form is submitted to either the application's or to Horde's
prefs.php.
If it was a global option, Horde's prefs.php is processing the option. It
gets the original application name by a hidden form field so that it can
redirect to the application's option screen after saving the preference.
The only problem left is the Horde message stack. If we handle a global
option from the application's options screen the stack get lost while
redirecting the browser back to the application.
The only solution that comes to my mind is saving the message stack in a
session for example with SessionCache::
