[dev] error opening up head

I've noticed on the Netscape 6.2 on the Win2k laptop, the empty white
frame at the top of all of the HEAD windows has actual HTML code:
<html><body></body></html>
That's all that's in the frame for login.php.
Any ideas on what settings with which to try fiddling?
